WORLD: Kiev Mayor must see Psychiatrist
Western media is famous for only telling half of the story. BBC has a story about Leonid Chernovetskiy, and how his chaotic behavior makes people wonder of his sanity. Leonid Chernovetskiy is the Mayor of Kiev, and considered one of the most corrupt Ukrainian officials within the country. While many officials in Ukraine make feeble attempts at hiding their corruption, Leonid does no such thing.
It is a well known fact that in Ukraine public office is sold at a high price by the party that won the votes. For example, when a party wins chairs in the Verhovna Rada (Ukraine's version of a senate), often times more chairs are won than high officials within the party. These extra chairs are sold to the highest bidder. Since Ukrainian Senators are immune to prosecution, often the rich that are facing charges buy seats in order to avoid a possible prison sentence. Yulia Tymoshenko came to power for this reason, to avoid a Russian extradition for stealing Billions of Dollars in Gas.
Chernovetskiy is worse still. Most mayors have public hours where people may come to visit them and discuss city problems. In order to see Chernovetskiy, one must pay in excess of $10,000 for a visit (rumor unconfirmed, but very popular). This includes all members of Senate. When Yulia Tymoshenko tried to remove Chernovetskiy for openly criticizing her and ignoring her demands for an audience, he showed her his true power by financing his elections, literally buying votes of pensioners with food packets, paying people to vote for him, stuffing ballot boxes (unconfirmed, though popular opinion), as well as standard practice of making promises he has no intention of keeping. Now Chernovetskiy runs Kiev, the richest city in Ukraine. He steals land all over the city, gives buildings/businesses to his family, and disgraces Ukrainians regularly.
Even western media BBC mentions,
The mayor has even earned himself the nickname, "Cosmos", because of his sometimes other-worldly behaviour.
Other worldly is correct, he is completely irrational, completely selfish, and corrupt to the core. His recent actions have angered citizens of Kiev to riot in the streets, storming his office. The complaints against Chernovetskiy are vast, and BBC mentions,
... residents of Kiev have been worried by recent media reports suggesting that he planned to levy taxes on such items as satellite dishes and air-conditioners, and charge an entry fee to communal graveyards.
... Mr Chernovetskiy has undeniably angered many by raising rates for communal services, such as water, heating and electricity, in a bid to balance the city's budget.
These are most unfortunate decisions, further crippling a society that has no means to buy food or pay previous utilities because of the Financial Crisis tearing apart Ukraine. As for psychiatric treatment, this is more just insult than reality. Chernovetskiy will never demean himself to such a test, partially because he has no chance to pass it, but primarily because it will be incredibly insulting. His erratic behavior is nothing new, although some say that it is increasing.
The only solution for Ukraine is to dismiss all government officials, including mayors, and have the people elect a new government. The current government knows only how to steal from its country, and steal from its people. There are very few in Ukraine that are happy with what is going on. The Financial Crisis may be one cause, but it is only a minor one. The government, Chernovetskiy included, must be removed.

There is a joke that I was told some years back that is very helpfull in seeing what the people mentality is over there.
it goes as follows:
There was a job opening in a factury. A french man was interviewed for the job and was then taken on a tour of the factury. After the tour he was told what the salary would be. He declined.
Next a German was interviewed, given a tour and then the salary --- he too declined.
Next a Ukrainian. He was interviewed and then taken onthe tour. He couldn't beleive his eyes. This factory had a little bit of everything in it (think costco). After the tour he was told the salary. The Ukrainian couldn't beleive ears could it be that there is a salary also and says to the interviewer "and you pay!"
Everyone steals there---it is what is done. If you paint houses you steal half the pain and water the rest down. If you work in a sugar factory you have more sugar in your home and the homes of your friends and family than anyone knows what to do with. It doesn't matter where your job is you will take what isn't nailed down.
I am not surprised that the government is corrupt---they where taught from a young age to steal and well they happen to be better at it than others.
