Chechnya, Russia Russia's declaration of an end to the Chechnya conflict has upset the terrorists of that region.  Since the declaration, Russia claims that terrorist activities have increased a great deal, a claim being dismissed by the Chechnyan governor Ramzan Kadyrov.
